Fixes issues with packaging for distros introduced in #29.

So basically I stabilized the workflow in the following way:
Development/CI
After clone installting deps into project-local repository is required.

make deps
make
# you're good to go
make check/run-tests  # or whatever else

Development
Modifying dependencies flow requires updating the lock file.

# add/remove project dependenices in dependencies.txt
make deps-update
# you're good to go
make check  # new feature awaits!

Packaging for distro
The simplest thing ever. Avoid running make deps in your RPM manifest at all costs, :D.
